Causes
4.Corruption--is the practice of violation of established rules for personal profits and gains.
5. More regulated regimes provide more grounds for corruption as it gives discretionary powers to a few persons and they in turn use such powers to provide benefits to some chosen one.
6.Corruption tends to penetrate among officers when they have enormous power but they themselves are relatively poor.
7. People's behaviour depends on how they see and perceive other's behaviour. If corrupt behaviour of others goes unpunished and even earn prestige to them.
8. Checks on corruption
^Inspection and system of penalities and rewards;
^Financial incentives to officers to remain clean.
^Emphasis on strict adherence to set conduct that is codes of behaviour.
^Values respecting attitudes to rules and conformity ie priorities to rules of honest and upright behaviour(propriety).
